WhatsApp Error: Business Account Is Restricted from Messaging Users in This Country

You may see "Business account is restricted from messaging users in this country" when you send a WhatsApp message. It's caused by WhatsApp's cross-country messaging rules, not your setup.

Why it happens

WhatsApp has temporarily restricted cross-country messaging involving Brazil and Indonesia:
  • Businesses outside Brazil or Indonesia can't message people in Brazil or Indonesia.
  • Businesses in Brazil or Indonesia can only message people in the same country.
This applies to every WhatsApp Business account, and Meta enforces it.

What still works

  • Messaging within the same country, like Brazil to Brazil.
  • Receiving messages from customers.
  • Your account status, templates, and quality rating don't change.

Can it be removed?

No. It's a WhatsApp rule, and there's no way around it.

What you can do

  • Make sure who you message fits the country rules.
  • If you work across regions, consider separate WhatsApp Business accounts per region, where that applies.
  • Use other channels, like SMS or email, to reach affected customers.

Did this answer your question?

No, I need help
